Equity In Safety Program

Purpose:  The purpose of the program is to promote safety for all housing properties, including owner-occupied and rental, as well as nonprofit organizations by offering rebates/vouchers to reimburse residents and nonprofits who make safety improvements to their property.

Funding:   WCNO has dedicated $10,000 from NRP Phase II funds to this program which will be distributed by WCNO in the form of rebates/vouchers to reimburse property owners/renters for improvements that will enhance the safety of the property they own or reside in.  Webber Camden based nonprofit organizations are also eligible for this program. Rebates up to $250 will be issued in the order received by WCNO, until the funding pool is exhausted.  

Eligibility:   All residents and nonprofit organizations within the Webber Camden neighborhood geographic boundaries as well as all rental property owners who plan to use the rebate/voucher for security enhancements for a dwelling within the neighborhood are eligible.  Residents who live in rental homes and nonprofits who rent must have written approval from the property owner prior to making permanent improvements to the structure.  Eligible improvements are listed on page 2 of this document.

Recipients will be permitted only one grant per year. Up to three residents/neighbors on one block can pool their grants for joint projects that benefit them all, such as lighting or security cameras that focus on common areas deemed unsafe.  Residents may provide receipts for eligible safety improvement expenses incurred from October 15, 2021 forward which will be considered in the order received. 

Residents without the means to advance funds for their security needs may apply for a voucher with WCNO.  Applicants must complete the application and submit to WCNO who will return a voucher to them. Vouchers may be redeemed at North End Hardware and Rental at 3117 Penn Avenue North, Minneapolis.

Process:  Applicants must complete a rebate/voucher application form.  Full details of the proposed safety improvement must be provided in the appropriate section of the form. Before and after pictures, legible copies of receipts, and owner approval (if needed) must be included. 

Payments:  Rebate checks will be mailed within 30 days of the date that the WCNO representative signs off on the completed project and submits a written approval notice to the WCNO office.

Appeals:  WCNO Board of Directors will review any appeals of rejected applications.  The board reserves the right to reject any application that does not meet these guidelines.

Notifications & Advertising:  WCNO will promote this program on its website, Facebook page, newsletter, flyers and in the Camden News.
